I am unsure if this is a duplicate of 7165 ( https://trac.cyberduck.io/ticket/7165 ) but my ISP has blocked me from 2 IP addresses because after an attempt or two to connect to an account for the first time via SFTP appeared to them as a "port scan".

FYI: I choose "nightly" as 6.3.0 is not present. I received this issue with a previous version too (6.1?)

We do a network diagnostics check to make sure the server is reachable (implemented in system frameworks) that open a connection to UDP port 7 – https://en.wikipedia.org/wiki/Echo_Protocol.

Perhaps add an option (off by default) to prevent the network diagnostic? This appears to have happened before with Cyberduck, and taking no action means you'll likely get more users affected by this in the future.
