Command + , > Transfers > Permissions
In either/and Downloads/Uploads change dropdown to "for Folders"
Close preferences
Reopen
The preference is back to "for Files"

Using 10.5.1

There is no need to. The dropdown is only to select if the permissions settings you enter below apply to files or folders.

right, but it seems you can't select "for Folders" (and have it stick.) At the very least, it's confusing that it goes right back to "for Files" next time you look.
