After uploading a set of files to a server, making sure the modification times were preserved, I ran the Synchronize function (within a few seconds of the upload completing). The Sync. report indicated ALL the files needed to be Sync'd.

On closer inspection I noticed the modification times for all the files on the server were converted/displayed in UTC while the file on my computer were in local time. (As such all times differed by the the same number of hours in each case).

As a sugguestion, in future releases you could include an option while syncing to use local time OR UTC on the local computer.
