When I try to use view, character palette (or text encoding, I don't know the English equivalent), no changes I make are effective, only UTF-8 is selected regardless of my choice.

The special character menu item in the Edit menu has no meaning in Cyberduck whatsoever. It is displayed by default for every application. Use View → Text Encoding for the character encoding used in the browser.
