Preference to Skip Existing Files prevents single file download

Description
In Preferences> Transfers> Downloads, I have "Open downloaded..." unchecked, and Existing Files is set to "Skip". On attempt to download via SFTP a single file by drag and drop (that is, a file which does /not/ already exist locally), transfer starts normally, but aborts with 0kB transferred. The Transfers window reports "Transfer incomplete, 0 B of 0 B". An icon for the downloaded file is made, but its file has 0B in the data fork and 160kB in the resource fork.
Setting the "Existing Files" preference to "Prompt" removes the problem.
