FTP Upload from Windows doesn't take permissions specified in preferences #6978

I tried uploading a folder containing files and when I check the permissions, they aren't as specified in the preferences. I wanted them to be 0664 and they are uploading as 0644. This is a problem because the 'WATCH' process is a member of the group and needs to delete the folder after processing.

If there was a way to change the permissions of files that are uploaded after they are uploaded, at this would be a work around for now. That should be recursive too.
