Japanese OS WinXP Fail to Launch Program

Description
Double checked we have .Net 4.0.30319 and Client Profile installed on system (WinXP with SP3)
But still getting an error (See attached 2 pics) Any help would much appreciated.
This error does NOT occur on our Japanese Win7 system.

We were able to find a .Net verification from Microsoft, and was able to see the .Net framework wasn't installed correctly. We were then able to completely remove .Net and reinstall, and matter is now closed.

This is a system dialog as the .NET framework detection cannot be controlled by the application itself. I've no idea why the framework is not properly detected. You might try to install the full version instead of the client profile only.
