9726418 created the issue

I am using NOIP as my DNS and I am getting a message on my CyberDuck saying 'Connection Refused'.
All the setting look right but I just cant seem to work out what it wrong.

Any help would be greatly appreciated.

This means the server is not accepting any connection.
