When you right click on a folder in tree view to create a folder or file it creates it in the parent of the selected folder. It should create in selected folder

It will always create new files and folders with the same parent directory as the currently selected files regardless if it is a directory or file.

but if you have an empty directory you can't create a file in it, you need to make it in the parent directory and drag it
