I have to continue downloads quite often. For some reason I observe the following incorrect behaviour:
Assume there's a completely downloaded file, I want to download the file again (I am not sure if it's complete or not), then I tell Cyberduck to resume the download -> It tells me the download is incomplete without downloaded anything, although clearly the download is complete.

I run OS X Yosemite 10.10 and download onto an external Mac OS X Journaled file system. But I have experienced this behavior with previous OS X versions, too.
Actually the Resume option is expected to be greyed out if the number of transferred bytes is equal the file size and thus the transfer is marked as complete.
I can reproduce this when you create a new transfer and get the overwrite prompt for an existing file already downloaded. Choosing Resume will mark the transfer as Transfer Incomplete (0 of 0B).
