I didn't see this when searching through the current tickets, so I apologize if this is a known issue.
When uploading to a windows server through sftp, the permissions on files become owner read only. Changing the permission adjustment preferences appears to have no effect on the behavior.
Since I can't reset permissions through the interface (read only) and don't have a way to assume increased authority (I only have sftp access on this particular server), these files become effectively locked from further modification.
