The feature you are trying to use is on a network resource that is unavailable.

But it is not on a network resource.

During installation of a new version the setup first wants to uninstall the old version using the old installer. It looks like you have deleted the old installer located in the Windows folder structure. To forcibly uninstall the current version you can look at:

Then you should be able to install the new version.
