Mac OS X 10.5.8 - Cyberduck 3.4.2 (5902)
Use case:
I open a FTP-SSL (Explicit AUTH TLS) connection to a ftp server and build a download queue. The server only allows one connection per user at a time, so one download has to finish before the next starts. I choose the first item in my queue and hit the Resume button. The item is successfully downloaded, but the next item in the queue is not handled before I choose this item and hit Resume again.

This can´t possibly be a wanted behaviour, or am I wrong?

It should work as expected if you limit the number of concurrent transfers in the transfer window to 2. Refer to Number of concurrent transfers.
